He built an entire career out of the moment before employment — the application, the rejection, the grievance — and never once had to do the job. It is a perfect closed system, and its only flaw is that eventually somebody reads the file from the beginning.
The contempt jurisdiction exists to protect the court from people who will not read its orders. He is, in that narrow sense, exactly the problem it was designed for.
