Every robbery is a wager that the world will not look closely, and most of them at least trouble to buy a mask. This one did not need a mask, because it never occurred to him that anybody would connect the man who held up the shop with the man on the rota. That is not a failure of planning; planning was never attempted. It is a failure of imagination so complete that he could not conceive of himself as an object of other people's attention — the same blindness that lets a man believe nobody notices him, dressed for work, walking into the building he emptied on Monday. He did not evade suspicion. He simply could not picture being suspected, and turned up on time to prove it.

A perquisite is a thing lent to an office, not to a man, and the whole of officialdom's dignity rests on that distinction being felt rather than merely stated. Note the structure of the spend: the drawing was the cheap part, and the expensive part was the procession of advisors convened to have opinions about the drawing, each of whom was necessary because the previous one had raised a question. And note the accounting, which is the real folly — the council did not lie about the cost so much as define the cost as the bit that looked reasonable, which is how every institution in the world arrives at a figure it can say out loud. Ratepayers did not buy a logo. They bought a committee's self-esteem, and got a logo as a receipt.
